Energy Performance Contracting is a financing method which allows an institution to improve its buildings using the money saved through reduced utility expenditures to pay for more efficient equipment, controls, and maintenance. This guide was developed so school districts and governments may better understand the methodology, as well as the potential costs and benefits. The guide includes common features of Energy Performance Contracting; describes a simple, preliminary feasibility evaluation, and advice on getting a project started; describes in detail the Energy Service Company (ESCO) selection process; provides a description of the actual performance contract; addresses in detail the measuring of energy savings and gives advice on project monitoring and management to insure a successful project.
