Maryland Public Education Facilities Act. Senate Bill 736

This bill establishes the Maryland Public Education Facilities Act to: 1) encourage the use of alternative financing mechanisms, private capital, and other funding sources for the construction and improvement of public school facilities; 2) accelerate and improve the financing for qualified education facilities; and 3) provide public and private entities with the greatest possible flexibility in contracting with others. Includes descriptions of the provisions concerning issuance of tax-exempt municipal bonds, procurement methods, use of surplus land, and model procedures and recommendations.
