Includes a comprehensive definition of school infrastructure as including deferred maintenance, new construction, renovation, retrofitting, additions to existing facilities, and major improvements to grounds. Pointing to the limitations of previous research, describes a new paradigm that reinforces the importance of investing not only in human and social capital but also physical capital to insure student success.
